FOUNDATION: 1-0 Granny's Helpful Hands,
LLC was built by Raynell Finn to provide
essential home care to vulnerable adults—a
legitimate service that delivered care and
dignity.
THE CRISIS: When Raynell tragically fell ill
with dementia, her family—including her
children Chavis Willis and Tisha
Corder-Kilgore—stepped in to fulfill their
duties to save the business and secure her
legacy.
THEIR ROLE: Chavis and Tisha’s roles
were Property Management and Finance
(overseeing the $11M asset and
maintenance, as proven by the 1000+ work
order emails). Licensed Administrator
Robin Stepney handled compliance.
THE DESTRUCTION: The State of
Minnesota raided and shut down the
business 30 days before closing an $11
Million Sale, seizing the family’s
generational wealth and destroying the
mother’s legacy.
The state is prosecuting Mr. Chavis Willis for Medicaid fraud, alleging he was a hidden owner who engaged in a "concealment scheme." This website will prove that the state's narrative is false by presenting official government and legal documents that show a legitimate, open management structure and a political motive for the prosecution.
Charge: Racketeering & Theft by Swindle (Alleged “Straw Owner Scheme”).
Claim: Chavis Willis was the hidden criminal manager who secretly controlled all operations to defraud the State.
Hypocrisy: The State is prosecuting Mr. Willis with RICO while giving a major white-owned company (NUWAY/KYROS) a settlement for $18.5M in verifiable fraud (kickbacks/double-billing).
THE MANAGER: Robin Stepney is identified on MDH licensing, Administrator Forms, and HWS Registration Certificates (Dec 2018) as the verifiable Administrator, Authorized Agent, and License Holder of multiple facilities.
THE TRUE ROLE: Property Management & Maintenance. Mr. Willis’s verifiable function was managing the physical assets for the owner (Raynell Finn), not managing the clinical or regulatory compliance.
THE TARGETED WEALTH: The company, run by licensed administrators, was raided and destroyed 30 days before closing an $11M sale, a devastating loss of generational wealth.
